Primary Duties
The Quality Manager will work within an integrated, multi discipline team, who are tasked with delivering the Project, from FEED through Detailed Design, Fabrication, Installation, Commissioning and handover to Operations and all within the agreed schedule and acceptable range of economic parameters.
The Quality Manager will:
- Be the focal point for developing and delivering the Quality objectives for the Project on behalf of the Owner and in the context of managing the Project Contractors and Consultants
- Conduct periodic audits of the Project Quality documentation and inspection and test activities
- Review and approve the Contractors and Suppliers quality control plans
- Ensure Non-Compliance Reports are resolved effectively and analysed for continual improvement
- Evaluate quality / test methods, processes and materials to determine the effect on quality plans
- Carry out inspections, witness and acceptance testing of equipment and systems as required
- Perform site attendance to ensure that Factory Acceptance Test is carried out as required
Be able to lead and work in multi-disciplined teams and manage multiple tasks with a high degree of initiative and independence
Desired Skills and Experience
- Minimum 15 years working experience in Quality Assurance & Quality Control in either the Fabrication industry or the Onshore or Offshore oil and gas industry, although experience in Offshore oil and gas is a strong advantage
- Minimum of 5 years’ experience leading a Quality Assurance team in an EPC / EPCIC environment (preferably in Malaysia Projects) from FEED through Detailed Design
- A background in welding or metallurgy is ideal, with a working knowledge of the associated engineering codes and standards
- Experience in the development and execution of QA/QC Plans for Projects on behalf of the Owner / Operator (preferably offshore EPC or EPCIC Projects)
- A detailed knowledge of the requirements of FEED and Detail Design in the context of the key quality objectives to be achieved during the engineering, procurement and fabrication phases
- Experience in managing the transitional aspects of quality assurance when moving from the FEED, Detail Design phase into the fabrication and installation phases and the key relationships required with the Quality Control functions
- Detailed experience in developing objective audit strategies and then auditing Supplier and Fabrication facilities with respect to ISO-9001 requirements and in-house procedures
- Detailed experience in developing QC Procedures in conjunction with QC personnel to ensure that the QA objectives are being translated into practical QC verification procedures
- Significant experience in carrying out audits of Engineering Contractors during the FEED and Detail Design phases, including procurement QA conformance

Primary Duties:
- Develop annual Process Safety Programmes, to enhance level of HSSE & Major Accident Hazards awareness and inculcate safety culture.
- Develop and maintain an appropriate Integrity Assurance Strategy framework for PMY.
- Lead the organisation in reviewing Cases for Safety.
- Lead the organisation in conducting integrity critical technical/operational assessments on different assets.
- Participate in PMY-HSSEAI led HSSE Risk Assessment, ensure accurate assessment of risk, and that adequate control and recovery barriers are identified.
- Participate in incident investigation when asset integrity issues are involved, ensuring that the incident investigation process is carried out in accordance with PMY Incident Investigation & Reporting Procedures, that incident investigations are consistent and structured and that root causes are accurately identified.
- Provide Process Safety related training throughout the Company, including contractors.
- Provide independent review of Safety Critical Element (SCE) Management across PMY operations.
- Lead the organisation as PSAR Leaders in PSSR related activities.
- Participate in related RCFA/RCA, HAZOP & HAZID session, ORA and MOC associated with asset integrity issues, if required.
- Interface with relevant departments and authority on regular basis with regards to process safety, asset integrity issues and integrity related audits.
- Prepare the look-ahead plans and activities for audits.
- Ensure work program and budget (WP&B) submissions are in line with schedule and implementation.
- Plan and Participate in SAFER programme. Living Our Code - Communicate and interpret the objectives and provisions of the Petrofac’s Codes of Conduct (COC) and HSSEAI policies and frameworks to all levels of staff.
- Develop and maintain working relationship with PETRONAS, partners and other stakeholders.
- Analyse and evaluate common HSSEAI & Process Safety issues and trends in setting up objectives, plan and programmes.
Desired Skills and Experience:
- Minimum eight (8) years working experience in Oil & Gas industry, preferably in Upstream.
- Minimum technical academic / bachelor degree in engineering discipline or industry experience.
- Demonstrable knowledge & skills in RCFA/RCA, HAZOP, HAZID, risk assessment and management of engineering change.
- Good understanding and knowledge in risk management methodology, safety case, performance standards and bowtie.
- Ability to conduct internal audits on process safety and asset integrity elements and experience in management system audits.
- Knowhow of PETRONAS requirement e.g. Offshore Self-Regulation(OSR) and Process Safety Management (PSM).
- Demonstrable experience of producing good planning and strategies to support integrity assurance activity and experience in performing incident investigation and use of different methodology.
